President's Update: UNC Returns + New Governor's Order + New County Orders + Reopening Guide + PPP
Yesterday, our community received the tremendous news that UNC Chapel Hill will be reopening in August (more details below). And so we conclude an extraordinary week with some schoolwork/homework of our own to do – and it involves reading.
The last few days have brought many new announcements, new rules, new guidance and new opportunities. I know that it’s hard to carve out a few hours to sit and read, but investing the time today and tomorrow to read and review the content behind the links below will help you prepare for success in the weeks and months ahead.

NC Governor’s Phase 2
Today, at 5:00pm, North Carolina will move to ‘Safer At Home Phase 2’ (Executive Order 141) that eases restrictions on travel, restaurant operations, business activity and mass gatherings. Phase 2 will run through at least June 26. The reading:
- Executive Order 141 (the details are important and only a 20-min read, faster if you skip the whereases)
- Frequently Asked Questions about Executive Order 141 (15 minutes read. I’m not a fan of FAQs… but I highly recommend these)

Orange and Durham County Add Additional Restrictions in Phase 2
Orange and Durham County extended their Emergency Orders and added additional requirements for safe business operations and gathering. (Orange County Order and Durham County Order)
Orange Highlights:
- Aligns with Governor’s Order allowing restaurant dining rooms, personal care businesses, and swimming pools to open with restricted capacity.
- Restaurant, personal care, grooming, tattoo, and retail employees and staff shall wear a face covering while on duty.
- All businesses are recommended to require customers to wear a face covering while inside the business.
Durham Highlights:
- Restaurant dining rooms, barbers, personal care businesses, and swimming pools remain closed through June 1.
- Face coverings required in public.
Chatham Highlights:
- Chatham has no separate county order and will fall exclusively under the Governor's Orders.
UNC Chapel Hill Chancellor Announces Classes will Resume on August 10 Chancellor Guskiewicz announced the University’s plans for a return to campus in the fall. Please take the time to read the full message and the important details included in the Chancellor's Return to Campus Message.
Local Guide to Safely Reopening and Operating Your Business
More than a dozen Orange and Chatham economic response organizations partnered to created A Guide to Reopening and Operating Your Business that provides businesses with the best known guidance to ensure consumer confidence and promote community health in the age of COVID-19. Focus on sections “General Recommendations,” “How to Disinfect,” “Personal Protective Equipment,” and on your specific industry section.
Additional Guidance for Restaurants and Restaurant Guests
The Restaurant and Lodging Association has partnered with the State of North Carolina DHHS to issue clear guidance to restaurant owners, staff, and guests with instructions and recommendations for safe food service operations in the time of Covid. Visit www.countonmenc.com
